The Rec Program
The Council Bluffs Soccer Club (CBSC) Recreational Program provides young players in our community with the opportunity to develop important life and teamwork skills through active participation in soccer. CBSC offers full seasons in both the fall and spring, creating a fun, safe, and supportive environment for children ages 9 and older. The program emphasizes participation, team building, sportsmanship, and enjoyment, while introducing players to the game in a minimally competitive setting.
Games are held at the Council Bluffs Recreation Complex, 2900 Richard Downing Ave. Practice times and locations are determined by each team's coach. Contact the Recreation Director - Joyce Bartels.

Ordering Uniforms
CBSC uses a light blue and black jersey — light blue for home games, black for away. Here's everything you need to order.

Game jersey color conflict: Home team will wear the light-colored jersey and away team will wear the dark-colored jersey. If both teams have the same color jersey, the home team will wear pinnies.

Jersey Delivery:
Cost is $15.00 per jersey plus tax. If you would like the jerseys delivered directly to your home, there is an additional shipping charge.
Team Collection:
Jerseys can be bundled for team pickup. Coaches will schedule a date and time with the CBSC Recreation Director to collect their team’s jerseys.Order Deadline:
Order by July 20 to ensure delivery prior to the start of the season. Orders placed after July 20 are not guaranteed to arrive before the season begins and will not be eligible for team collection.

Requirements
+ Background check — completed through the Iowa Soccer Association (ISA)
+ SafeSport training — mandatory for all coaches and volunteers
+ Concussion training — required before your first session
*Only coaches who have completed all three requirements are permitted on the sidelines and at practice sessions.

Winter Youth Soccer League
The Indoor 7v7 Winter League offers a fast-paced, competitive playing environment during the winter season. With eight guaranteed games, teams benefit from consistent match play and valuable development opportunities in a controlled indoor setting.

Halloween Havoc
Halloween Havoc is a fun and competitive fall soccer tournament for U7–U14 boys and girls, combining tournament play with a festive twist. Teams will compete in a traditional tournament format while embracing the Halloween spirit—players are encouraged to dress up in creative team costumes and themes. The best team costume will be awarded a prize, adding an extra layer of excitement and team bonding to an already thrilling weekend of soccer.

Rumble on the River
Rumble on the River is a U7–U12 spring soccer tournament designed specifically for recreational and lower-level competitive teams. While many tournaments focus on elite competition, this event is all about creating a balanced, enjoyable, and appropriately competitive environment for developing players and teams.
With a focus on fun, participation, and positive experiences, Rumble on the River provides teams the opportunity to compete, grow, and celebrate their progress throughout the season. Set in a relaxed, sunny end-of-spring atmosphere, it’s the perfect way to wrap up the season and recognize your team’s hard work and success.

Referee Information
Want to get on the pitch from a different angle? CBSC is always looking for certified referees and you can start as young as 12 through the Referee Development Program.
Becoming A Referee
Requirement: Must be 13 years old. US Soccer will not register you unless you are at least 13.
Certification Class:
The next in-person class is scheduled for Sunday, March 8, 2026, 1:00-4:00.
Cost is $62.50. Class will be held at the Iowa West Sports Plex, 3260 Mid America Drive.

There are on-line courses to be completed prior to the in-person class. If you are 18 or older, there is also a background check.
NOTE: The spring outdoor season in Council Bluffs is tentatively scheduled for March 28 through May 21, 2026.
Referee Development Program (RDP)
If you are not sure you want to certify OR if you are only 12, the Referee Development Program (RDP) may be an option. This program is free and allows you to referee at the U7/U8 level. This gives you an opportunity to decide if refereeing is something you’d like to pursue. A t-shirt and whistle are included with this program.
The next class is scheduled on Thursday, March 26, 5:30-6:30. Class will be held at the Iowa West Sports Plex, 3260 Mid America Drive.
